Hampshire County Council, Southampton and Portsmouth City Councils extensively use an Urban Traffic Control system to manage traffic hardware on the road network. The UTC server collects and sends information from on-street equipment such as traffic lights, vehicle counts and message signs. This information is shared with other in-house traffic monitoring applications such as COMET, Argonaut and the ROMANSE web site.
The UTC system provides a centralised database of information relating to many aspects of traffic management, including viewing the current status of traffic equipment such as traffic lights, fault detection and real-time and predictive car park occupancy through a dedicated network.
Typical uses for the UTC system include displaying traffic alerts on relevant message signs and the re-phasing of traffic lights to alleviate the impact of nearby roadworks or accidents.

COMET is a UTMC compliant traffic management system supplied by Siemens. It allows our operators to manipulate and monitor data sent to and from on-street traffic systems such as traffic flow data, message sign displays, traffic light operations and roadworks information.
This information is integrated into COMET's map display, giving our control room operators an overview of the current road network conditions. Relevant information received by COMET is published on our ROMANSE traffic and travel web pages.

Argonaut is another UTMC compliant traffic systems management application developed by Cloud Amber. It allows our control room operators to maintain and configure various intelligent traffic systems.
The Argonaut control system is also accessible via the internet, without the need to install additional software. This enables the user to make use of Argonaut from any internet enabled computer.

Remote Monitoring System (RMS)
Our Remote Monitoring Systems are used for remotely viewing and maintaining the day-to-day operation of traffic signals. The central RMS server, located in the Traffic and Travel Information Centre in Winchester, has a two-way connection with RMS enabled traffic signals sites within Hampshire.
A small computer installed at each site allows our operators to monitor and remotely control the traffic signals as and when required. Any system faults on site, such as lamp failures, detection faults or even complete signal failures are reported to our central server by the on-street system via a telephone exchange connection

A web based UK Traffic Map that is refreshed every 30 seconds, it shows the current traffic conditions on Britain’s Motorways and Trunk roads using roadside speed detectors (*non-enforcement), located at strategic sites.
Delays with traffic moving at a speed of 25mph or less are represented on the map as flashing icons. These are colour coded as follows;
20-25mph = Yellow icon,
10-15mph = Orange icon,
0-5mph = red icon.
*These detectors are only able to monitor the speed of passing traffic, they are not able to collect any number plate information or capture images.

The social network is a great way of publicising the latest travel updates for public viewing. Currently ROMANSE Twitter has hundreds of followers receiving ‘Tweats’ of the latest traffic and travel news, as well as links to many other media outlets such as news agencies and radio traffic reports.

The Travel Terminal is an information messaging system used by our control room staff to notify the general public and various media outlets of traffic and travel related information. Updates can be sent from our control room to mobile phones (via SMS), email and to fax machines in a single action.

Prefect is used by our control room staff to report and record traffic signal related faults to our traffic systems maintenance contractor, Siemens Traffic Controls.
A fault entered on the system by our staff is sent to Siemens call centre staff, who then pass the fault to the relevant engineer for investigation. The engineer will then attend the site and update our control room operators with details of the attendance.

TraffiCam Is a simple but effective CCTV image capture application, designed by Nottingham University in the 1990’s (and still running on Windows 98).
TraffiCam creates snapshots of numerous CCTV feeds video every 5 minutes and converts them to an image file. The image file is then uploaded to our web server and made available to the public through our traffic and travel web pages.

Our dedicated Highways Agency CCTV client provides traffic information for motorways and A-Roads across England on the form of live video feed. An extensive CCTV network is available to our control room operators, giving them a valuable insight into the current traffic conditions.
The service is run by the National Traffic Control Centre (NTCC) of the Highways Agency. Still images of the Highways Agency’s CCTV network are available for public viewing via the Traffic England web site.

Designed by Siemens, the cameras monitored by SiStore are mostly built into traffic signal sites at key locations, capturing a live video feed for monitoring by our control room operators.

The Dambach VMS Client is used to manipulate message and car park information signs in Basingstoke and Winchester city centre (not motorway signs).
The signs can be configured to display cark park spaces, traffic information/incidents and journey times. The information signs are also used to give travellers advance notice of events and roadworks, as well as displaying safety messages and travel news. The car park signs receive and display occupancy information from car park monitoring systems.
